Materials-
Toilet paper or paper towel rolls
Hot glue gun
Tissue paper
Piece of cardboard
Rubber band
Small toys or candies

Cut the rolls to a size that you would prefer and it would fit your surprise. Glue it to a piece of cardboard box, add the surprise inside, and close it with the tissue paper and the rubber band around it.
