Materials –
Paper cup
One balloon
Tape
Scissors
Pompons (small pieces of paper)

Cut the bottom of the paper cup. Blow on the balloon to stretch it then cut a small portion of the bottom of it (as shown in the picture.) Make a knot on the bottom of the balloon and insert the opening of it onto the cup, in the smallest opening (the bottom.) Use a tape to secure the balloon to the cup. Place the pompons in the cup and pull on the balloon.
